Will email offboarding work if email is disabled on the source Organization Unit?

Answer: No.

The Migrate Emails offboarding step will fail with error if the source Organization Unit where the user is being offboarded from has Gmail disabled.

You need to move the user to an Organization Unit with Gmail enabled, or enable Gmail for the Organization Unit (if Gmail must be migrated on offboarding).
